Carry Bill in Nebraska

A bill is wending it's way through the Nebraska legislature to allow actual concealed-carry without stipulations (such as "need"). From the Omaha World-Herald:


LINCOLN - The gun fight of the 2005 Legislature got underway Friday, as state lawmakers began firing away over allowing Nebraskans to carry concealed handguns.

The battle is mostly a matter of the clock ticking to a final showdown. The bill's sponsor, State Sen. Jeanne Combs of Milligan, believes she has the two-thirds majority support needed to pass the bill over determined opposition from several lawmakers.

Combs' proposal, Legislative Bill 454, would allow Nebraskans to obtain a five-year permit for carrying a concealed handgun, at a cost of $100.

Under the bill, they would need to complete a training course, pass an eye test, submit fingerprints and clear a criminal background check before the Nebraska State Patrol would issue the permits. Those committed as a dangerous mentally ill person within the past five years would not be eligible.

Friday's debate pitted the Legislature's youngest freshman, Sen. Mike Flood of Norfolk, against its senior member, Sen. Ernie Chambers of Omaha, the longest-serving state senator in Nebraska history.

Flood, 30, said the concealed weapon bill is fairer than existing law, which allows Nebraskans caught with a concealed gun to claim an "affirmative defense" that it was needed for self-protection.

He said a person could be arrested, handcuffed and booked in jail - "the entire time not guilty of violating the law" - before getting a chance to persuade a judge that they were entitled to carry a gun.


There is opposition but for the sake of my brothers and sisters in Nebraska, I hope this goes through. Any of you with links or thoughts on this are welcome to share them in the comments.

All I have to say is, it's about time. I hope the legislators of Nebraska come to their senses and pass this bill.

Again with the concealed carry ... why shouldn't I be able to know if you're armed with a fire arm or not?

I can remember bartending years ago ... a waitress informed me their was someone with a handgun in a belt holster at one of our tables. I went up to the gentleman and asked him about the gun ... he showed me his state trooper ID. I told him I wasn't going to serve him any alcohol in my bar as long as he was carrying a firearm.

He switched to a soda of some sort ... I was able to protect the world from the possibility of an armed while drunk incident. Wouldn't have happened if the waitress hadn't spotted his hand gun.

If you have a need to carry a gun in public carry it openly so the world is aware.

Although open-carry is allowed in Arizona many people prefer concealed carry. So many people get freaked out when they see a gun they tend to call the police over nothing at all.

In addition why advertise to some a**hole that plans to rob you that you have a gun? That might make him just shoot you first before you have a chance to defend yourself.

And finally it's none of your business whether I'm carrying or not. Giving one example from years ago is not presenting a case. As for protecting the world well, sorry I didn't even notice.

If you're walking around with a loaded handgun in public it sure as hell IS my business ... whether you like it or not! Guns don't kill people ... people with guns use guns to kill (or hurt, maim, whatever) people.

Just to let you know that CCW in Nebraska is done for this year. The sponsor of LB 454 Jeanne Combs pulled the bill from consideration this week on the assurance by the anit-gun members of the Legislature that it will get the time it deserves "next year".

That is the same treatment that Gene Tyson (sponsor of the bill) two years ago and it died on the vine last year.
