Well… FMJs bore clean holes, exit at high speed and continue on their flight path, possibly toward an unintended target. That’s why police carry controlled-expansion rounds - so they don’t shoot through the bad guy and into an innocent bystander.

As far as I know, the main reason cops carry hollow points is that they stop people more effectively.
Cops are such lousy shots, on the whole, that the difference in overpenetration between 9mm FMJ and 9mm JHP is noise, compared to the overpenetration of a complete miss.
