Well, not in so many words but if you live in Lansing, you are free to again open carry in libraries there:

The Michigan Court of Appeals has reversed an Ingham County Circuit Court judge’s ruling that barred guns from being openly carried into Capital Area District Library branches.

The case, Capital Area District Library vs. Michigan Open Carry Inc., stemmed from several instances of Michigan Open Carry members toting guns into the library’s downtown Lansing branch in 2011.

The new ruling is based upon state preemption of gun laws.
